Singapore awards system contracts for CRL

Cross Island Line systemSingapore’s Land Transport Authority (LTA) awarded two Cross Island Line system contracts comprising the for the provision of four key systems including signalling system, platform screen doors (PSD) system, Integrated Supervisory Control System (ISCS) and communications system.

The first contract, valued at around SGD 450 million (USD 337.8 million), was awarded to Siemens Mobility Pte. Ltd. / Siemens Rail Automation, S.A.U. Consortium (Siemens) and covers the CRL signalling system and PSD system. The scope of the contract includes the design, manufacturing, supply, installation, testing and commissioning of the communication-based train control (CBTC) signalling system as well as the PSD system.

Siemens had earlier completed the signalling and PSD systems for the Downtown Line (DTL) and is also implementing the signalling and PSD systems for the Downtown Line 3 extension (DTLe) and the Jurong Region Line (JRL).

The second contract, valued at around SGD 200 million (USD 150 million), was awarded to ST Engineering Urban Solutions and covers the ISCS and communications system. This contract includes the design, manufacturing, supply, installation, testing and commissioning of ISCS and communications system. The communications system for CRL comprises various sub-systems such as the communication backbone network, digital trunked radio, video surveillance, public address, telephone, and travel information system.

ST Engineering Urban Solutions had previously completed the communications systems for the North-South and East-West Lines, Circle Line and DTL, as well as the ISCS for the Circle Line and DTL. They are also implementing the ISCS and communications systems for JRL, DTLe and Circle Line Stage 6.

LTA says that the offers for the four systems were obtained as an option in the JRL tender to reap economies of scale. In awarding the Cross Island Line system contracts to Siemens and ST Engineering Urban Solutions, a range of factors were taken into consideration, including cost-competitiveness, quality of the solutions proposed as well as bidders’ expertise and track record.

The Cross Island Line (CRL) is constructed in three phases totalling 50 km of underground line from Jurong Lake District to Aviation Park station. In January 2023, the construction works for CRL Phase 1 (CRL1) have been launched comprising a 29-km long line with 12 stations from Aviation Park to Bright Hill. The line is expected to be completed in 2030 when will also provide connections to the East – West Line, North – East Line, North – South Line and Thomson-East Coast Line.

CRL Phase 2 (CRL2), announced in 2022, is 15 km long and comprises 6 underground stations from Turf City to Jurong Lake District. Two of the six stations will be interchange stations with King Albert Park station connecting commuters to the Downtown Line, and Clementi station to the East-West Line. The environmental impact study for CRL2 has been completed and construction works are expected to commence in 2023, with the stations entering public services by 2032. With the improved connectivity, CRL2 will shorten travel times for commuters travelling to and from the western parts of Singapore.

The Cross Island Line project also comprises a 7.3 km branch with four underground stations from Pasir Ris to Punggol, known as CRL – Punggol extension (CPe). On January 30, 2023, LTA announced the signing of the fourth and the last civil and design contract for the Punggol extension. CRL2 and CPe are expected to be completed in 2032. With CRL1, CRL2 and CRL – Punggol extension, passengers will benefit alternative travel options and will provide Singapore the redistribution of commuter load across the entire rail network. The lines will improve the connectivity for eastern, western and north-eastern areas and will provide accessibility to existing and new growth areas such as West Coast and Jurong Lake District.

Engineering studies for CRL Phase 3 are ongoing and more details will be announced after these studies are completed.
