Romania: Metrorex waits for JICA approval to launch Line 6 tender

“Documents for tendering Line 6 structural frame works have been submitted to Japan International Cooperation Agency and will be published in the electronic system of public procurements after we get JICA’s approval”, said Marin Aldea, General Manager Metrorex (Bucharest metro transport operator).

On 30-31 October, Japan International Cooperation Agency (JICA) held a series of discussions with representatives of the Romanian Ministry of Transport and Metrorex on metro Line 6 project that will link the city of Bucharest to “Henri Coanda” Otopeni Airport. The project is co-funded by the Japanese party based on the agreement signed between Romania and JICA in March 2010. The loan granted by JICA is worth EUR 320 million with an annual interest of 1.7% and reimbursement starting in 2017. The Japanese financing covers all consultancy and work supervision services and almost 33% of execution works.

JICA representatives have discussed with Secretary of State Ninel Cercel, Secretary of State Maria Magdalena Grigore, the managers of specialized directorates within the Romanian Ministry of Transport, the management of the Romanian Ministry of Public Finances, Metrorex Manager Marin Aldea and representatives of Metrorex, as well as the representatives of the project consultants and other institutions involved in the project.

“So far, Line 6 project has passed through phases in which a series of regulatory documents were approved by the state authorities: technical and economic indicators, Bucharest – Ilfov Sustainable Urban Mobility Plan and Government Decision no. 496/2017 on launching the expropriation procedures became effective on 20 July 2017. We will carry on with the project by launching the tender on the execution of structural frame works”, said Metrorex.

Total investments for “Henri Coanda” Otopeni Airport Metro Line 6 is RON 5.29 billion, VAT included (EUR 1 billion) for a total line length of 14.2 km.

We recall that the line will start at 1 Mai metro station and the route will have 12 stations up to “Henri Coanda” Otopeni Airport. Also, 12 trains will ensure the transport of passengers on the new metro line.

The deadline estimated by Metrorex for signing the work execution contract is the second quarter of 2018.

The investment opportunity has been set in conformity with the general development plans of Bucharest public transport system, proposed and motivated in general plans, transport studies and development strategies in the past years, such as: “The global strategy for the development and modernisation of Bucharest metro transport 2008-2030”, “2035 Bucharest Strategic Concept” and “Public Transport Development strategy 2016-2030”. Metro Line 6 project is also approved in the main transport strategies: Sustainable Urban Mobility Plan 2016-2030 Bucharest – Ilfov, Operational Programme Large Infrastructure 2014-2020 and the General Transport Master Plan.
