Ontario issues RFP Milton Corridor project

Infrastructure Ontario (IO) and Metrolinx have issued a request for proposals (RFP) to three teams shortlisted to design, build and finance the Milton Corridor project. This project is part of Metrolinx’s work to provide faster, more frequent and convenient transit service across the Greater Toronto and Hamilton Area (GTHA), as part of the GO Regional Express Rail (RER) program.
The shortlisted teams are: 1) Milton Transit Group (Aecon Group Inc., Buttcon, Stantec, RJC); 2) Milton Integrated Transit Team (Sacyr Construccion S.A., Grascan Construction Ltd., AECOM, Zeidler Partnership Architects); and 3) Ledcor MM Partners (Ledcor Industries Inc., Soncin Construction Ltd., IBI Group, Morrison Hershfield).
The teams were selected based on criteria identified in the request for qualifications process that began in November 2017. Criteria included design and construction experience and the financial capacity to deliver a project of this size and complexity.
The three teams are now invited to respond to the RFP and will begin preparing proposals that detail how they will design, build and finance the project. Infrastructure Ontario and Metrolinx will evaluate the proposals, select a preferred proponent and award a final contract, anticipated to be announced in winter 2019. A fairness monitor is overseeing the entire procurement process.
The project involves works for the Milton GO Station (a new station building; reconfiguration and expansion of parking lot layouts, bus loop and passenger pick-up/drop-offs; accessible connections to train and bus platforms; reconfiguration and expansion of existing rail platform); and the Meadowvale GO Station (a new station building; reconfiguration and expansion of parking lot layouts, bus loop and passenger pick-up/drop-offs; accessible connections to train and bus platforms). The contract also covers works for Station Operations West Facility (partial demolition and retrofit/renovation of a vacant office and warehouse facility; new secured fleet vehicle parking lot; improved pedestrian connections).
