Institutions continue investment allocation for the completion of TRACECA Corridor

TRACECA corridor completion is a priority for each country involved and for Europe, Black Sea Region, South Caucasus and Central Asia, regions which wish more and more to integrate their transport networks for the provision of a united transport system.

In order to increase the freight flow, the involved states, the financial institutions and the organisations must collaborate and implement programmes whose purpose is the continuous deve-lopment of the transport sector in the region. A maximum importance is granted to the creation of some attractive conditions for the freight traffic, this purpose being accomplished by the completion of the multilateral cooperation, the coordination of transport policies and the market access opening. “The involvement of financial institutions is beneficial in establishing dialogues on the approach of communication problems in transports and the coordination of international actions on the development of Euro-Asian transport links, implementation of infrastructure projects”, declared Eduard Biryukov, Secretary General of TRACECA, within the session “International Trade, Trade facilitation and Aid for Trade” which took place in September 2012.
Therefore, within the project on the dialogue optimisation within the transport networks and their interoperability (Transport dialogue and networks interoperability II), EC allocates EUR 4 Million, 5 states being aimed at: Armenia,
Azerbaijan, Georgia, Moldova and Ukraine. The overall objective of the project is to provide technical support to the beneficiary countries to improve the connection between the trans-European transport network and EU’s eastern neighbours and central Asian countries. This project will contribute to the achievement of the policy objectives defined in the European Commission communication on transport relations with the ENPI countries (Eastern Partnership). Particular emphasis is to be put on improving coordination with IFIs and participation of the private sector in transport projects.
The contract aims to contribute to the development of TRACECA regional investment plans for transport infrastructure in support of mobilisation of funding and project implementation. The tender for this regional project was launched and the winning consortium will be announced. The project is due in 36 months. The selected company will have to elaborate business plans, financial and technical analyses, including public-private partnerships. Also, the project aims at strengthening the political and transport dialogue mechanisms between the Europe, TRACECA beneficiary countries, financial institutions and other project stakeholders. It also plans to support the implementation of the TRACECA IGC long-term strategy and related action plans, through assistance to the TRACECA Permanent Secretariat and member countries for development of the transport corridor and links between networks. One of the objectives of the contract also aims at adapting the regulation framework of reforms for the facilitation of freight flow between the involved countries.
