Azerbaijan Railways seeks consultancy services for energy efficiency project

The European Bank for Reconstruction and Development intends to select and contract a consulting company for Azerbaijan Railways’ energy efficiency and commercialisation strategy. Through this assignment, EBRD intends to support the company by providing technical assistance to conduct an energy efficiency audit and produce a priority investment plan in an effort to improve costs and revenues, reduce Co2 emissions and upgrade certain infrastructure and rolling assets.
The consultant will be selected under a single stage of an open competitive tender, and the interested companies must submit a Technical and Financial Proposal. The assignment is expected to start in Q1 and has an estimated overall duration of 4 months. The estimated cost of the contract is EUR 200,000 exclusive of VAT, and it is financed by the ERBD.
The consultant will be responsible for the electricity management and commercialisation, by analysing the current structure and processes of low-voltage power supply and electricity commercialization in ADY, to elaborate the energy efficiency and renewable energy generation, the consultant will review of energy audit methodologies developed by ADY and will complete a series of pilot energy audits and will also prepare a high level priority investment plan and high level recommendation for top priority investments. In addition, the consultant will realise a priority investment plan under which it will develop a high level set of base-line projections encapsulating the current status of the infrastructure and freight transport, will review of existing rolling stock and its maintenance management in use by the company taking into account safety, integrity and efficiency. The consultant will have to review the existing track status and existing investment plans for track electrification and will produce a high level proposal of investment in track electrification.
For this programme, the EBRD and Azerbaijan Railways (ADY) signed a Memorandum of Understanding to work together to improve company’s energy efficiency, renewable energy generation and to invest for upgrade and commercialisation of its railway operations.
