Dutch ETCS locomotive upgrade project to receive EIB financing

The European Investment Bank has under appraisal Netherlands’ project on the upgrading of the signalling (ERTMS/ETCS) on-board units for up to 360 freight locomotives operating on the Rhine-Alpine TEN-T Corridor.
The total value of the project is EUR 120 million, of which the proposed EIB finance is valuated at EUR 60 million.
The project objective concerns the upgrade and re-authorization of the currently installed European Train Control System (ETCS) on-board systems, by equipping the freight locomotives with the latest Baseline 3 version, on 360 international cross-border freight locomotives of various types. They are currently authorized for cross-border operation on the TEN-T freight Rhine-Alpine corridor and parts of the North Sea-Mediterranean and North Sea-Baltic corridors.
The upgrade of the locomotives into Baseline 3 systems will result in bottleneck reductions on the Rhine-Alpine corridor given the introduction of ERTMS Baseline 3 in the Netherlands.
