Development of regional investment plans on the Eurasian platform

The IDEA – TRACECA project has been created as a dialogue platform in the field of transport and interoperability between the EU and its neighbouring countries and Central Asian countries. The goals of this project consisted in ensuring a sustainable, efficient and integrated multimodal transport system in the TRACECA region.

Specifically, the IDEA Project helps the beneficiary countries in turning around their transport systems from a fragmented position to a state of integration, by supporting national governments in choosing the appropriate models for the provision of transport infrastructure.
In order to reach this goal, the IDEA Project focused on priorities such as the consolidation of the political and transport dialogue mechanisms, the support of the implementation of the IGC Long–Term Strategy by 2015 and of its Action Plans. The IDEA Project has contributed to the development of regional investment plans for transport, as well as to the achievement of an effective and sustainable coordination with international financial institutions, identifying the TRACECA projects which may enable to generate positive impacts in terms of interoperability and development of the transport network and which could be consequently funded through PPP schemes.
“The IDEA Project, supported and funded by the TRACECA Programme, consists in establishing a transport and interoperability dialogue between the European Union and its neighbouring countries and Central Asian countries. The IDEA Project essentially intends to provide a sustainable, efficient and integrated multimodal freight transport system. In addition, the project aims at measuring the advantages of the freight transit through Caucasus, Turkey, Iran or the Russian Federation”, declared Silvia Maffii, Team Leader Transport Policy Expert – TRACECA – IDEA.
Within the TRACECA 2010 Investment Forum, six railway projects have been approved, more precisely Railway Infrastructure Rehabilitation (Armenia), Varna-Ruse Railway Rehabilitation (Bulgaria), Beineu-Shalkar New Railway (Kazakhstan), Beineu-Shalkar and Mojinty-Aktogay Railway Electrification, both lines being located in Kazakhstan, and Railway Optic Fibre Cable for Electrification in Uzbekistan.
During the TRACECA 2012 Investment Forum, three projects have been established: Baku-Alyat-BeyukKesik Railway Rehabilitation (Azerbaijan), Poti-Baku Container Block Train (Georgia-Azerbaijan) and Vakhdat-Dzirgatal-Kyrgyz Border (Tajikistan).
“Working groups to discuss both customs clearance issues and railway operations have been founded in June 2012 at the TRACECA Permanent secretariat with technical support from the EU TRACECA project LOGMOS. These working groups will prepare a multilateral agreement on the “Silk Wind” container block train to be signed next year”, added Silvia Maffii.
