Bulgaria: Multiple opportunities for the private segment

Currently, there isn’t a single mode of transport that can, on its own, solve the requirements demanded by mobility and, at the same time, meet the requirements of a sustainable economy. This matter requires a complex approach that can take into account every possible factor. Therefore, only the political class and the government are abilitated to initiate and sustain this complex approach.
The private transport segment has a major contribution in this context; however, it does not benefit from sufficient resources in order to have a direct impact on the overall development of this mode of transport. The private segment is restricted in reacting to the changes of the requirements defined by politicians, governments and municipalities.
However, the authorities are well aware of the fact that the private segment has to be involved in various infrastructure-related projects for an increased efficiency in their implementation. “The implementation of infrastructure-related projects along the railway network and in terminals, as well as on the freight transport network in Bulgaria should be sustained through public-private partnerships, by developing an efficient business and technological plan, and experts should provide support by creating the necessary political and legal framework”, said Simeon Ananiev, Chairman, Bulgarian Association of Railway Carriers.
There are also a series of viable alternatives for the private transport sector in Bulgaria and the authorities should
become actively involved. By working together with the private sector, the authorities could easily achieve the priorities set for the rail transport sector and also elaborate joint strategies.
“Project implementation through logistics integration, rail transport and service development could be achieved only by involving the private sector. We are actively involved in launching new rail transport services”, said Hristo Hristov, General Manager Discordia Ltd.
The involvement of the private sector also entails the development of competition. Increasing the quality level is determined by the creation of a fair and competitive environment. “In order to grow, rail transport needs fair competition and liberalization. The transport sector needs to be strong enough to provide efficient services, with direct access to the locations where freight generates high volumes. The private sector sustains the economy and the activity undertaken by private operators will be profitable”, said Rudy Colle, Director General UIRR.
