WB approves USD 250 million for São Paulo Line 2 extension

The World Bank Board has approved a USD 250 million loan for São Paulo Metro Line 2 extension project aiming to strengthen low-carbon mobility, increase job accessibility, and support social housing in one of Brazil’s most densely populated regions.

The extension of the line already secured BRL 2.4 billion (USD 424.6 million) for the first phase of its expansion between Vila Prudente and Penha stations.

Line 2 (Green Line) will be extended by 8 km and eight stations from Vila Prudente station to the Penha district, situated north-east of the city centre, and also includes the construction of a maintenance and depot facility. The extension to Penha will provide connections with the Line 3-Red and Line 11-Coral of the São Paulo Metropolitan Train Company (CPTM).

On April 29, CPTM announced the completion of expansion works at Vila Prudente station, which serves both Line 2-Green and Line 15-Silver. The interventions included improvements for passengers inside the station as well as enhancements to the surrounding area.

The main activities carried out focused on enlarging passenger circulation areas. On Line 2-Green, new fixed and escalator staircases were installed, allowing greater fluidity for passengers entering and leaving the platforms during peak hours.  Around 132,000 passengers will benefit from the upgrades.

The first phase of the expansion, with stations Orfanato, Santa Clara, Anália Franco, and Vila Formosa, will be opened in 2027 while the second phase comprising four stations (Santa Isabel, Guilherme Giorgi, Aricanduva, and Penha) would be delivered in 2028.

This month, CPTM announced that the Line 2-Green extension works have progressed well, but delays caused by the tunnel boring machine (TBM) Cora Coralina – due to protests by residents near the Rapadura Complex – still appear to be affecting the overall schedule.

The Chinese-built TBM from CREG is nearing the completion of its excavation up to the VSE Falchi Gianini shaft. Once it reaches the site, it will be dismantled and transported to Penha station. The equipment will then undergo inspection and reassembly before continuing towards Aricanduva station. This is expected to take place in the second half of the year, with that stretch scheduled for completion in 2027. Afterwards, the remaining work will include completing the stations, installing equipment and systems, and conducting tests in order to bring the line into operation up to Penha.

The extension will make Line 2-Green the longest in the network, with a total length of 23 km. It will also shorten journey times for residents of the Eastern Zone and help redistribute passenger flow across the entire rail network.

São Paulo Metro Line 2 extension will provide safe, efficient, and sustainable public transport for millions of residents in the São Paulo Metropolitan Region (SPMR). The extension will improve public transport access for low-income communities, alleviating pressure on overcrowded transit lines and reducing reliance on road transport. The project is expected to significantly enhance connectivity between São Paulo’s eastern and western zones, benefiting residents who currently endure long commutes to access jobs and essential services.

The extension of Line 2 will reduce road traffic resulting in a lower consumption of fossil fuels estimated at 7,300 tonnes per year. This will also reduce emissions by 41,218 tonnes per year.

In addition, the extension will create approximately 3,500 direct jobs for the project from Vila Prudente to Penha, as well as indirect jobs which in turn stimulate further employment, while increasing the commercial activity and economic growth in the areas surrounding the project.

The existing Line 2-Green was inaugurated three decades later, and it was expanded to 14.7 km served by 14 stations from Villa Madalena to Villa Prudente.

With the completion of the expansion, Line 2-Green will have the capacity to transport around 1.2 million passengers per day, significantly increasing the availability of public transport and improving mobility in the eastern zone of São Paulo
