Ukrzaliznytsia begins procurement procedure for 205 locomotives

UkrNew electric locomotive fleet zaliznytsia invites domestic and international locomotive manufacturers to participate on the process for the selection of the supplier to deliver a new electric locomotive fleet.

The company intends to acquire a total fleet of 205 locomotives, of which 135 AC locomotives, 50 DC locomotives and 20 dual system locomotives AC/DC (25 kV/3 kV). The selected manufacturer should be capable to deliver the new locomotives during 2021-2025, with an estimated supplied batch of 40 locomotives per year.

The short-listing exercise for the new electric freight locomotives will be closed on May 25, 2020. The company has published the information about the selection procedure, instructions for participants and mandatory eligibility criteria. The shortlisted manufactures will receive the invitation to bid to prepare their binding technical and commercials offers within 75calendar days. The invitation to bid documents include the evaluation criteria and scoring method, by which Ukrzaliznytsia will rank bids and identify the preferred company.

Under company’s requirements, the tenderer should ensure a minimum localisation level of 15, but preferably 25-30% “or better” with further expansion of the local capacity. If any of the domestic companies decide to initiate the creation of a joint venture with foreign manufacturers, the localisation level can reach 50 %, explained Frantisek Bures, Ukrzaliznytsia Member of the Management Board. Maximising the level of localisation will support the Ukrainian economy by creating new jobs, industrial growth, technological development and innovative know-how implementation.

The process for the selection of the contractor to deliver the new electric locomotive fleet starts with the preliminary qualification of the interested companies following the shortlisted manufacturers. They will receive the request for the proposal including technical and commercial offers as well as the evaluation criteria.

After the official announcement of the preferred manufacturer, Ukrzaliznytsia intends to enter into the framework agreement with the manufacturer for the supply of the new electric locomotive fleet.

The project is part of its 2019-2023 strategy on the modernisation and procurement of new locomotives including other rolling stock.

Ukrzaliznytsia is currently operate new locomotives from GE Transportation under a contract signed in 2018 for 30 new Evolution Series vehicles. In 2020, a MoU has signed with Wabtec for the supply of 40 new General Electric TE33AC locomotives including mainentance services for 70 locomotives.

A large part of Ukrzaliznytsia’s traction rolling stock fleet is outdated and it needs renewals. According to the company’s plans, besides the procurement of new locomotives, it intends to modernise more than 1,000 units by 2025.
