Ukraine seeks consultancy for electrification project

Ukraine Railways announced the tender for consultancy services for the electrification of a 253-km railway line in the south part of the country. The estimated cost of the assignment is EUR 370,000 (exclusive of VAT) and it is expected to start in Q3 2018, with an estimated overall duration of 18 months.
The project involves the electrification of the 253-km railway line Dolynska-Mykolaiv-Kolosivka, its connection to the high voltage grid and installation of a second track on single-track sections of the Dolynska-Mykolaiv railway line. The aim of the project is to improve the efficiency of the railway operations in the country and the capacity for port hinterland traffic in the Odessa region.
For the project, Ukrzaliznytsia has requested the European Bank for Reconstruction and Development to provide technical assistance.
The consultant will have to prepare an energy management strategy that will provide it with the technical information and tools to gradually improve the process of metering and monitoring of the use of natural resources (mainly energy ones) across its operations, and utilise the related information to improve efficiency, reduce operational costs and improve overall control of environmental impact.
The selected Consultant is expected to review the energy audit methodologies developed by the company with support from EBRD, to complete a series of pilot energy audits and procedures for deployment across other areas, to review the efficiency investment areas and to explore the feasibility of some specific opportunities and complementary ways. The consultant will have to prepare a priority investment plan, to develop an enhanced energy management system and assist in its certification under ISO 50001 and to train the staff on the proposed methodologies, guidelines and tools for energy management.
