Two bidders for GO Transit expansion project

GO TransitInfrastructure Ontario announced that two consortia submitted their bids to build and finance the Lakeshore East – Central Corridor expansion project on the GO Transit system.

The two teams that submitted their proposals are:

Eastlink Partners (formerly Dragados Canada)

  • Applicant Lead and construction team – Dragados Canada and Ledcor Constructors
  • Financial Advisor – ACS Infrastructure Canada and National Bank Financial

Steel Head Constructors (SHC)

  • Applicant Lead and construction team – Aecon Infrastructure Management and Dufferin Construction Company, a division of CRH Canada Group
  • Financial Advisor – The Bank of Nova Scotia

Over the next several months, submissions will be evaluated, and a preferred bidder is expected to be announced in fall 2021.

Following the request for qualifications process, five teams – Eastlink Partners, EllisDon Infrastructure Transit, Lakeshore Rail Construction Partners, SNC-Lavalin Team and Steel Head Constructors were prequalified and invited to respond to a request for proposals in 2018.

The Lakeshore East – Central Corridor expansion project covers infrastructure upgrades, the construction of a third track which will further help to accommodate increased capacity on the Lakeshore East line. The project also involves two grade separations – Scarborough Golf Club Road and Morningside Avenue, track and grading work for 3.4 km section from Galloway Road to Beechgrove Drive and the installation of all supporting infrastructure, including retaining walls along the central segment of the Lakeshore East corridor.

After the project will be completed, it will reduce the traffic congestion, greenhouse gases and fuel consumption and will provide improved quality of life for commuters by reducing daily travel time.

The Lakeshore East line expansion is part of the planned expansion of GO Transit rail service in Greater Toronto and Hamilton Area. Metrolinx will transform the GO Transit rail network into a system that will deliver two-way, all-day service every 15 minutes over core segments of the GO Rail network. System-wide infrastructure upgrades will include new tracks, expanding stations, electrification of the rail network, the procurement of new locomotives and train control systems to enable more frequent service.
