Tallinn has completed the tram tunnel and the new track infrastructure built beneath the future Rail Baltica Linda Terminal in Ülemiste, marking a new stage in the development of the most important intermodal hub in the Estonian capital.
From 1 August, Tallinn Airport and the Ülemiste district are served simultaneously by two tram lines (T2 and T4), which significantly improves connectivity between the airport, the city centre and the future Rail Baltica terminal.
“Ülemiste will not suddenly become an international transport hub in 2028, once the Linda Rail Baltica terminal is completed. This transformation is already taking place, step by step. Last summer we opened the first new platform for Elron passengers, and now the new tram connection between the terminal and the airport is also ready,” said Anvar Salomets, Chairman of the Board of Rail Baltic Estonia.
Two tram lines and increased capacity for the airport
The underground tram tunnel beneath the northern esplanade of the future Rail Baltica Linda terminal was built by AS Tref Nord and Atemo OÜ under a contract worth EUR 20.9 million, funded by the European Union and Estonia.
The tram link to Tallinn Airport had been suspended since 2023 due to works on the new tram line to the Old Port and the construction of the Rail Baltica Ülemiste railway terminal. In 2025, a 110-metre bypass track was also completed at the airport’s terminus, an investment that now allows for increased service frequency and the expansion of the public transport network’s capacity.
“From 1 August, Tallinn Airport and Ülemiste City will be served by tram lines from both Kopli and Tondi, providing more frequent and convenient connections between the airport, Ülemiste and the city centre,” said Joel Jesse, Tallinn’s deputy mayor responsible for transport.
The Linda Rail Baltica terminal is designed as a multimodal hub that will link Rail Baltica’s standard-gauge trains, Estonia’s broad-gauge (1,520 mm) rail network, tram lines, buses and air transport via Tallinn Airport.
