Île-de-France Mobilités, the authority responsible for organizing public transportation in the Paris region, has awarded SNCF Voyageurs the contract to operate Line J, which connects Paris Saint-Lazare to Ermont-Eaubonne, Gisors, and Vernon. The contract will begin in December 2027, for the 2028 service year, and will last for 9 years.
The decision was approved on Wednesday, May 27, by the Board of Directors of Île-de-France Mobilités. Line J is one of the commuter rail lines in the western and northwestern parts of the Paris region, serving 52 stations and carrying approximately 277,000 passengers per day.
For SNCF Voyageurs, winning this contract is significant as it marks the second rail contract awarded under a public service delegation in Île-de-France, amid the gradual opening of the market to competition. The tender process for Line J was launched in 2023, following the opening to competition of the lines operated by Transilien SNCF Voyageurs in 2021.
Contract for operations, maintenance, and passenger relations
The public service delegation contract covers the operation of Line J, rolling stock maintenance, management of associated facilities—including the maintenance site at Val Notre-Dame—onboard safety, fare evasion prevention, and passenger relations.
Operations will be carried out by a dedicated company, SNCF Voyageurs Rives Ouest Île-de-France, wholly owned by SNCF Voyageurs. Following the signing of the contract, there will be a 18-month pre-operational phase to prepare the organizing authority, passengers, and employees for the transition.
At the end of this period, the new company will effectively take over operation of Line J for a period of 9 years.
509 trains per workday
According to data for the 2025 annual service, Line J represents approximately 6.2 million commercial train-kilometers per year. On a workday, approximately 509 train trips are operated on this line.
The line serves 52 stations and involves approximately 750 employees. Given the volume of traffic and its role in commuting in the Paris region, Line J is one of the key routes in the Transilien network.
Christophe Fanichet, Chairman and CEO of SNCF Voyageurs, stated that the award of the contract confirms the French public operator’s ability to compete in an open market.

The stakes of competition in Parisian suburban transport
For SNCF Voyageurs, winning the contract also holds symbolic value. The company remains the historic operator of rail services in the Paris region, but must gradually compete for the contracts put out to tender by Île-de-France Mobilités.
In the company’s press release, the award of Line J is presented as confirmation of SNCF Voyageurs’ competitiveness in mass transit, in a region where demands for frequency, reliability, and service quality are high.
Alain Ribat, director of Transilien at SNCF Voyageurs, stated that the result reflects both the work of the teams that prepared the bid and the efforts of the staff who operate the services daily for Île-de-France Mobilités and for passengers on Line J.

Line J, part of the Transilien network
Line J is part of the Transilien network, the Paris region’s commuter rail service currently operated by SNCF Voyageurs. It departs from Paris Saint-Lazare station and serves several branches toward Ermont-Eaubonne, Gisors, and Vernon, covering key routes for commuters in western and northwestern Île-de-France.
SNCF Voyageurs transports approximately 5 million passengers daily through its services, including Transilien in the Paris region, TER in the regions of France, and long-distance services such as TGV, Intercités, OUIGO, and other international routes.
