Shortlisted unveiled for Bart Silicon Valley tunnelling contract

Bart Silicon Valley rail extension The Santa Clara Valley Transportation Authority (VTA) has shortlisted three joint ventures to construct the tunnel and the tracks for the second phase of Bart Silicon Valley rail extension towards San Jose.

The selected teams are:

  • Bart Silicon Valley Phase II Tunnel Partners (B2TP), a joint venture comprising Acciona Construction Corp USA (Acciona), FCC Construcción (FCC) and The Lane Construction Corporation (Lane), supported by Hatch Associate Consultants (Hatch)
  • Bay Valley Connect, a joint venture between Civil and Building North America (a BouyguesTP’s subsidiary in the U.S.), Vinci Construction and Barnard Construction, supported by Parsons
  • Kiewit Shea Traylor joint venture, a JV between Kiewit Infrastructure West, J.F. Shea Construction and Traylor Brothers, supported by Kiewit Engineering Group and Arup.

The winner will be responsible for the design and construction of an 8 km – long tunnel including the station links, ventilation systems, emergency egress facilities and the substructures of three underground stations.

The Bart Silicon Valley rail extension Phase II covers the construction of a 9.6 km rail link with four stations for which the major construction works are expected to start next year. This project will extend the Bart rail system from Berryessa/North San José Bart station to the San Jose downtown and terminate in Santa Clara adjacent to the Santa Clara Caltrain Station.

USD 6.86 billion is the estimated value of the second phase of the project of which VTA recently received USD 100 million and USD 125 million in 2019 from the Transit Administration (FTA) through the Expedited Project Delivery (EPD) Pilot Programme. These federal allocations are part of a USD 1.7 billion federal financing requested by the VTA.

The phase two of the project is divided into four contracts involving the systems, the construction of the tunnel and the trackwork, contract package 3 covering the delivery of street-level Santa Clara Station and Newhall Yard, and the construction of the stations (the contract 4).

The first phase of the project comprising the construction of a 16-km rail extension in Santa Clara County was opened in June 2020.
