Second public consultation for Poland’s 2040 rail strategy

rail investment Polish railway infrastructure manager, PKP Polish Railway Lines, started a new round of public consultation for its 2040 rail investment strategy, before its adoption.

The strategy envisages the projects and identifies the priorities for the development of the railway network in Poland, which are expected to be implemented from 2021 to 2030, with a perspective until 2040.

343 projects are included in the document, classified on different criteria and types. 120 projects are listed for supra-regional rail connections, of which 44 are on the TEN-T Core Network and 21 projects on the TEN-T Comprehensive Network, with common project for both comprehensive and core networks. In addition, the Solidarity Transport Hub plan includes 18 projects.

During October – November 2020, PKP PLK has conducted a public consultation on the strategy and the environmental impact assessment, receiving more than 500 comments and opinions. Some of the submitted comments were considered justified and necessary to be included in the draft of the prepared document.The updated document, including the list of investment plans and the content of the environmental impact assessment, is again submitted for public consultation.

The purpose of the environmental impact assessment is to identify and assess the expected environmental impacts resulting from the implementation of investment projects indicated in the document.In the event of the possibility of the so-calledsignificant environmental impacts, the forecast should indicate mitigation measures.

The consultations are carried out from March 23 to April 12, 2021.

The rail investment strategy considers extensive modernisation, extension and revitalization of the existing railway lines, focusing on the TEN-T core and comprehensive networks, the improvement of line parameters within rail freight corridors, the extension of the rails in functional areas of cities, and the ones with importance to regional connectivity and implementation of the Kolej Plus programme, and bottlenecks removal plan. The strategy also involves the ERTMS deployment plan, the modernisation and construction of stations and stops, as well as the preparation of technical documentation for the construction of the Solidarity Transport Hub (CPK) that will create greater connectivity between Warsaw and Łódź.
