São Paulo approves Line 4 metro extension

The Government of São Paulo, through its Secretariat for Partnerships and Investments (SPI), has signed Amendment No. 10 to the concession contract with ViaQuatro, operator of Metro Line 4-Yellow. The agreement secures funding for the extension of the line to Taboão da Serra, with a total investment of BRL 4.04 billion  (USD 750 million) and the creation of more than 3,700 jobs.

The expansion will add 3.3 km of new track from Vila Sônia to the planned Chácara do Jockey and Taboão da Serra stations. Works will include civil engineering, the construction of a new power substation, the installation of operational systems, and the acquisition of six additional trains. Completion is forecast within 48 to 64 months.

Integration with bus terminals

The extension will integrate with existing public transport hubs, including the Vila Sônia, São Paulo-Morumbi, Butantã, and Taboão da Serra bus terminals. New access points are planned along Avenida Monsenhor Manfredo Leite and Avenida Professor Francisco Morato.

Authorities estimate the project will bring more than 50,000 additional daily passengers to the metro network, easing congestion and improving connectivity in São Paulo’s west zone and the neighbouring municipality of Taboão da Serra.

Anticipated concession extension

The amendment also formalises the early extension of the concession contract, aligning investment in mobility with modern financing and risk-management mechanisms. The arrangement has been structured in line with international guidelines from the World Bank, which will provide approximately BRL 3 billion (USD 562 million) in financing, alongside resources from the State of São Paulo.

Funding will cover civil works, systems, underground structures, and rolling stock. Procurement and contract management will follow international standards on anti-corruption, acquisitions, and resettlement.

ViaQuatro’s contribution and oversight

ViaQuatro will invest around BRL billion (USD 187 million) in the project. In return for this financial commitment, the concession period has been extended by 20 years. Oversight of the works will be carried out by Artesp, the São Paulo State Transport Regulatory Agency, which will monitor compliance throughout each stage of construction.
