Romania: Cluj launched the tender for the procurement of 22 trams

The estimated cost of the procurement, VAT excluded, is RON 190 million (EUR 41 million). Cluj-Napoca Municipality says a framework agreement will be concluded with only one company, for the delivery of trams. The agreement will be signed on four years.

The contract notice has been published in the electronic public procurement system.

The major attribution criterion will be the best quality-price report with an 80% share of the offer price. A 10% share will go to the number of carried passengers above the minimum imposed value while observing the 1 passenger/0.125 square meter standard.

Further on, the guarantee extended above the limit imposed in the tender book (5 years or 350,000 km), but no more than 10 years (or 700,000 km – 70,000km/year) will also have a 10% share in the attribution criteria.

The deadline for submitting the requests for documents or access to documents is 16 March.

The deadline for submitting the bids is three days later, on 19 March.

Bids will be opened on 19 June.

“The tender is European and we welcome all companies interested to participate”, Cluj-Napoca Mayor Emil Boc said in January.
