RegioPanter trains for Bulgaria set a new standard in transport

The first two RegioPanter trains for Bulgaria, each consisting of four cars and manufactured by Škoda, were officially unveiled in Sofia during a ceremony held on March 20. The event marks the visible start of one of the most significant railway modernization programs in Bulgaria in recent years.

The event was attended by Minister of Transport Korman Ismailov, Czech Ambassador to Bulgaria Miroslav Toman, Škoda Group CEO Petr Novotný, as well as other representatives from government agencies and the railway industry.

“The first units have already been delivered, and the process is continuing at a steady pace: additional multiple units are set to arrive in the coming days, and deliveries will continue in phases over the next few months. The schedule agreed upon with the manufacturer calls for the completion of the entire order—25 units—by the end of August 2026,” stated the Minister of Transport.

The purchase of these RegioPanter trains for Bulgaria is part of a comprehensive contract signed with Škoda Transportation and Škoda Vagonka, worth EUR 326.7 million, fully financed by European funds. The framework agreement, signed in September 2024, initially included 20 trains, with an option for an additional 5 units, which was subsequently activated.

In addition to the delivery of the trains, the contract also includes maintenance for a period of 15 years, to be performed directly in Bulgaria by the Škoda Group. This operational model ensures not only long-term reliability but also predictability regarding maintenance costs. In total, the project’s value exceeds EUR 500 million (approximately CZK 13 billion).

Funding is split between the National Recovery and Resilience Plan—which covers the main contract of EUR 261.4 million for 20 trains—and the “Transport and Connectivity” Operational Program 2021–2027, which supports the additional EUR 65.3 million agreement for the remaining 5 units.

Accelerated Testing and Certification

Prior to delivery, the trains underwent a comprehensive series of dynamic and safety tests in the Czech Republic. Starting the week of March 23, 2026, the first two units entered the testing phase on Bulgarian infrastructure, thus concluding a technical cycle that lasted several months.

Once all certification procedures are completed, the first RegioPanter trains for Bulgaria will be able to enter commercial service. Authorities have made it clear that they want to accelerate this process so that the new multiple units can carry passengers as early as the summer season.

 

In this context, the Minister of Transport has initiated direct discussions with the Czech Ambassador and representatives of the Škoda Group to expedite the certification and registration procedures. The objective is strict adherence to the deadlines set forth in the National Recovery and Resilience Plan.

Another important element highlighted during the discussions is the local economic impact. Outsourcing maintenance to Bulgaria will create jobs and contribute to the development of a pool of railway specialists for a period of at least 15 years. The parties agreed to maintain close cooperation throughout the project’s implementation.

High-standard travel experience

The new electric trains are configured to meet current comfort and safety standards: modern passenger information systems, Wi-Fi, power outlets and USB ports, comprehensive video surveillance, and state-of-the-art safety technologies. Accessibility is a central focus, with dedicated facilities for people with reduced mobility, bicycle spaces, and stroller areas.

Each train offers over 300 seats and can reach a maximum speed of 160 km/h. The equipment includes ETCS Level 2, air conditioning, and CCTV both inside and outside. The partial low-floor design allows for quick and barrier-free boarding for all passengers. To ensure fast, safe, and convenient passenger transfers, the trains will feature low-floor access and doors 1,500 mm wide. The vehicles will also include multifunctional spaces for people with disabilities, strollers, or bicycles.

The project also stands out for its speed of execution: the first trains were produced in just 14 months after the contract was signed, despite a high level of customization—from exterior and interior design to the integration of signaling systems and additional safety features.

According to the CEO of the Škoda Group, this program represents one of the most important railway projects in Southeast Europe in recent years. The RegioPanter platform is already widely used in Europe, including in the Czech Republic, Slovakia, and the Baltic states, in both electric and battery-powered versions.

Modern Trains and a Liberalized Market

At the same time, the introduction of these trains is taking place amid a period of structural transformation in the market. In 2025, Bulgaria began the process of liberalizing passenger rail transport, launching public consultations and subsequently competitive procedures. By December, the trains will be operated by BDZ Passenger Services.

The state retains its central role regarding standards, oversight, and funding, with rolling stock remaining publicly owned. At the same time, service operations are becoming competitive.

The first contracts have already been signed: the national operator BDZ will cover the western part of the country, accounting for approximately 75% of rail traffic, while Ivkoni Express becomes the first private operator to enter the market, operating in the northern and southern regions, with market shares of 14% and 11%.

The contracts will take effect in December and will have a duration of 12 years, shaping a new organizational model for regional rail transport in Bulgaria.

Once the new public service contracts take effect, 19 trains will serve western Bulgaria and will be operated by BDZ, while the rest will be distributed across the northern and southern routes for which Ivkoni Express has signed the service contract. These will run on some of the country’s busiest lines.
