Polish State Railways (PLK) has successfully secured EU funds for the development of rail infrastructure, and in the fourth quarter of 2025, the company will launch tenders worth PLN 1.4 billion (EUR 328 million).

In the round of the Urban Railway competition, launched under the European Funds for Infrastructure, Climate, and Environment Programme 2021–2027 (FEnIKS), half of the selected projects are investments planned by Polskie Linie Kolejowe.
Thanks to support from the FEnIKS programme, strategic rail investments will be launched in several regions of Poland. Each project addresses local transport needs, while collectively contributing to improved quality and accessibility of rail transport. These projects aim not only to modernise outdated infrastructure, but also to support climate goals and shift more commuters and freight onto rail, reducing emissions and road congestion.
A comprehensive modernisation of railway infrastructure is planned on the section between Wrocław Psie Pole and Wrocław Sołtysowice, part of the Wrocław – Line No. 143. The works will include railway tracks, engineering structures, platforms (at Wrocław Psie Pole), and traffic control systems. The aim is to improve capacity and ensure smoother train operations, both passenger and freight, within the Wrocław railway hub. This section is a key part of regional mobility and connects several districts with the city centre.
The tender is scheduled to be announced in the fourth quarter of 2025, and the total project value exceeds PLN 190 million (EUR 44.6 million).
In Silesia, PLK plans the revitalisation of the Tychy – Bieruń Stary section on Line No. 179 to restore its full functionality and increase train speeds to up to 120 km/h. The modernisation will also include the construction of new stops and the reconstruction of level crossings. As a result, residents of the region will benefit from faster and more convenient connections – an important step in the development of public transport in the Silesian Voivodeship. The tender is scheduled to be announced at the end of 2025, with the total project value exceeding PLN 522 million (EUR 122.6 million).
The development of rail infrastructure also includes the BiT City II project, under which the section between Toruń Główny and Toruń Wschodni will undergo major modernisation. This includes upgrades to the tracks, platforms, and the historic Ernest Malinowski Bridge from 1873, which will also feature a new pedestrian and cycle path. The stations Toruń Miasto and Toruń Wschodni will be rebuilt and made accessible for people with reduced mobility. Additionally, new signalling systems and electrification upgrades will improve reliability and energy efficiency.
This joint investment by PLK, PKP, and the City of Toruń will significantly enhance the role of rail in the city’s public transport system and improve accessibility for residents. The tender process is scheduled for the fourth quarter of 2025, and the total value of the investment exceeds PLN 685 million (EUR 161 million).
The FEnIKS Programme is a continuation of the former Infrastructure and Environment Programme. It has a budget of over PLN 113 billion (EUR 26.5 billion), of which more than PLN 91 billion (EUR 21.4 billion) comes from EU funds. The programme aims to support the development of a sustainable economy through investments in transport infrastructure, energy, the environment, and climate action.
Polskie Linie Kolejowe is one of the programme’s main beneficiaries in the transport sector. The company is successfully using the funds to carry out projects that enhance travel comfort and safety, improve punctuality, and increase the share of rail in both passenger and freight transport. These efforts are key to Poland’s long-term vision of a modern, green, and integrated transport network.
