MoU signed for Tehran Metro Line 4 extension

A Mapna-led consortium has signed a Memorandum of Understanding (MoU) to complete the eastern extension of Tehran Metro Line 4 within 48 months (four years). The consortium comprises Boland Payeh Company and the China National Machinery Import & Export Corporation (CMC).

The estimated value of the project, expressed in millions of euros, will cover the design, engineering, supply, installation, commissioning, and financing of the extension, to be delivered under an EPC (Engineering, Procurement, and Construction) contract. The MoU outlines the framework for cooperation, paving the way for the signing of the main contract once legal approvals and negotiations are concluded.

The project scope includes civil works and outfitting for 10 stations, the construction of three cross-tunnel ventilation shafts, a night-time train parking facility, 6.7 km of tunnelling, and the installation of equipment along 11 km of tunnel. The consortium has committed to securing 85% of the project financing from external sources, while Tehran Municipality will fund the remaining 15%. The MoU is valid for nine months, or until the final contract is signed.

This partnership is expected to enhance public transport in Tehran, reduce air pollution, improve mobility in the city’s eastern districts, and support the development of sustainable urban infrastructure. It reflects a growing synergy between domestic engineering capacity and international investment.

“We consider the expansion of metro lines a key responsibility in this new municipal era. Over the past four years, the city has added 35 km of new metro lines, and we have now signed a contract for an additional 11-km extension to the eastern part of Line 4, which will provide a connection to Lines 2 and 10,” said Alireza Zakani, the Mayor of Tehran.

“Mapna, through its rail subsidiary, has previously been involved in the northern section of Line 3 and Line 6 since the early 2010s. We are currently finalising works on Line 6, which will be completed in the coming months, and we aim to begin construction of the new line as soon as possible,” added Ali Emam, CEO of Mapna Mobility.

Tehran Metro Line 4 runs east–west across the city, linking the western area around Eram-e Sabz / Ekbatan with the eastern suburbs, currently terminating at Shahid Kolahdooz station. It includes approximately 20 to 23 stations and has a branch line serving Mehrabad Domestic Airport.

The planned eastern extension will continue from Shahid Kolahdooz station further northeast into suburban Tehran. The route is expected to begin as an elevated section along Doran Expressway, before turning north along Hajar Ebn Ady Street and Estakhr Street, serving neighbourhoods such as Tehranpars and Qanat Kowsar.

The extension is designed to address the lack of rail access in northeastern Tehran, a part of the city currently underserved by metro infrastructure. By extending Line 4, the project aims to improve access to public transport for commuters in the eastern suburbs, reduce reliance on buses and shared taxis, and promote a more efficient and connected urban mobility system.
