Montenegro’s passenger rail operator, Željeznički prevoz Crne Gore (ŽPCG), has signed a “historic contract” with Stadler for the delivery of three four-car Flirt EMUs.
The contract is worth EUR 30 million and is financially supported by the European Bank for Reconstruction and Development (EBRD).
Delivery of the trains is scheduled to take place within 36 months, according to the contract, with the possibility of an even earlier delivery, given that the vehicles are already in series production and have been technically validated through certification processes in several European countries.
The Flirt EMUs ordered by ŽPCG are based on the proven platform developed by Stadler, which is already being used successfully in numerous European countries, including Serbia and Slovenia. The trains destined for Montenegro will be largely similar to those already in service in Serbia, which will allow, for the first time, the operation of modern electric units in cross-border rail traffic between the two countries.
This historic contract represents one of the most significant steps forward in the modernization of Montenegro’s rail rolling stock.

The new Stadler trains will offer passengers significantly higher levels of comfort, safety, and reliability, making train travel much more attractive for both residents and tourists. This project represents an important step on our path toward a modern European rail system,” said Dragana Lukšić, CEO of Željeznički prevoz Crne Gore.
Regional Connectivity and Modern Rail Transport
The new trains will be adapted to the specific requirements of Montenegro’s rail network and will feature an exterior design inspired by the country’s colors and national identity.
The new Flirt EMUs will contribute significantly to the modernization of passenger rail transport in Montenegro, sustainably improving the comfort, safety, and attractiveness of public transport.
The trains will be designed for a maximum speed of 160 km/h, which will reduce travel times and increase operational efficiency on the existing infrastructure, in line with the technical capabilities of the railway network.
Each train set has 244 seats, as well as additional space for standing passengers, luggage, and bicycles, thus offering high capacity and flexibility during peak traffic periods. The trains are low-floor and equipped with modern air conditioning, video surveillance, and passenger information systems, as well as enhanced safety and energy efficiency systems.
For Stadler, the contract represents a further expansion into the European market. The Swiss company noted that Montenegro thus becomes the 50th country in the world where its vehicles will operate.
