The Midlands Rail Hub has appointed a group of delivery partners to take forward plans for a potential GBP 1.75 billion transformation of the rail network in Birmingham and the wider West Midlands. The move represents a significant step in developing one of the largest infrastructure upgrades in the region.

The new alliance brings together VolkerRail, Laing O’Rourke, AtkinsRéalis and Siemens Mobility, working alongside Network Rail. Together, they will design and develop proposals to improve the performance and capacity of Birmingham’s rail infrastructure, including services into New Street, Moor Street and Snow Hill stations.
The scheme will also include proposals to connect the Chiltern main line at Moor Street with the Camp Hill lines, which serve the South and East Midlands.
Government Backing
The UK Government has already committed GBP 123 million to support the design and development phase of the Midlands Rail Hub. This funding, announced last year, is intended to progress major changes to the network and to plan for smaller-scale upgrades that will bring near-term benefits for passengers.
A recent spending review reaffirmed government support, ensuring that planning for the wider scheme can continue.
Rail Minister Lord Peter Hendy welcomed the announcement, stating:
“The Midlands Rail Hub will be transformational for economic growth, jobs and homes in the region, and it’s great to see this new alliance ready to deliver the vital improvements that will deliver for passengers and freight. With GBP 123 million already released to Network Rail, as part of its Plan for Change, the Government is forging ahead with its promise to create the modern transport system Britain needs and deserves.”
The appointed partners will now begin developing detailed plans and timescales for the project. Early benefits for passengers are expected to be introduced by the early 2030s, with the full programme aiming to transform rail capacity and connectivity across the Midlands.
