Kraków is reconfiguring its tram network

Kraków is preparing a major overhaul of its tram network centred on the new link to Mistrzejowice, in the northern part of Kraków, a project involving a new 5 km line that also includes sections free from traffic conflicts.

Although it may appear to be a relatively straightforward project, in reality it involves not only the commissioning of new infrastructure but also the recalibration of the entire public transport network to make it more frequent, more punctual and easier to operate. According to estimates presented by the local authority, the new configuration could attract an additional volume of over 30,000 passengers and will require an extra EUR 9 million (PLN 40 million) annually for the operation of public transport.

With the new line to Mistrzejowice coming into service, the local authorities are not merely introducing a few new routes, but are redesigning traffic flows across the entire system.

Kraków’s tram network spans approximately 84 km, confirming its central role in the city’s urban mobility, and the 359 trams operating the system demonstrate the scale of an infrastructure that must be carefully reorganised to remain efficient.

The modelling was carried out on the basis of traffic analyses, journey times, interchange capacity and infrastructure constraints, with the participation of the local public transport authority Zarządu Transportu Publicznego (ZTP), the Kraków University of Technology and the Kraków Transport Platform (PKK) – a community and online portal dedicated to public communication about transport in Kraków.

The result is a scheme that aims to redistribute demand more efficiently, reducing pressure on long routes and overloaded lines.

The new axis changes the distribution of passenger flows

The central element of the reorganisation is line 12, which will become the main route on the new infrastructure. It will link Osiedle Piastów, in the north-east of the city, to Czerwone Maki, in the south-west, via Mistrzejowice and the city centre, along the new transport axis, with services running every 7.5 minutes and operated by high-capacity vehicles.

From a functional perspective, Line 12 takes over the main role of the current Line 52 and becomes the backbone of the new operational structure.

Alongside this, Line 9 will retain its role as a link between Mistrzejowice, in the north-east, and Nowy Bieżanów, in the south-east, whilst Line 16 will connect Pleszów, in the east of the city, to Dworzec Towarowy, via Aleja Solidarności, the new section and the city centre.

This distribution shows that the new infrastructure is not designed in isolation, but as an element that redistributes traffic across multiple directions. In operational terms, this means that the flows which until now were concentrated on the old corridors will be partially absorbed by the new axis, with an impact on congestion and punctuality.

Higher frequency, shorter routes

One of the most significant consequences of the reorganisation is the shortening of certain lines to limit the spread of delays. Line 10, one of the longest in the city, will be shortened to the Salwator–Pleszów route, running from the west to the east of the city, whilst Line 2 will be extended from Cmentarz Rakowicki, in the north-east, to Kurdwanów, in the south.

This decision is not merely a matter of form, but relates to operational stability: long routes are more vulnerable to disruptions, and shortening them increases the likelihood of adhering to timetables. At the same time, the increased frequency on lines 8 and 20 – both running every five minutes during peak hours – indicates a clear focus on boosting capacity on high-demand corridors.

Line 20, in particular, serves the Mały Płaszów area in the south-east of the city, where urban development has increased pressure on public transport. At the same time, line 15 will run between Krowodrza Górka, in the north-west, and Osiedle Piastów, in the north-east, at 7.5-minute intervals, strengthening services in this part of the city.

This adjustment to service frequency is complemented by a redistribution of roles between trams and buses. In areas where the new rail infrastructure takes on key functions, some bus routes will be shortened or replaced, allowing for a more efficient use of operational resources. Lines 182 and 482, for example, are losing some of their role to tram line 16, which offers greater capacity and better reliability compared to road traffic.

Operational reorganisation of the entire system

Beyond routes and frequencies, the most significant change is at the system level. Kraków is moving from a network in which route numbering and functions reflected successive developments, to one built on a clearer operational logic.

The reorganisation of lines 50 and 52, which have been renumbered as 7 and 12, forms part of this same process of simplification and standardisation. The aim is not merely aesthetic, but operational: a system that is easier to understand is also a system that is easier to use, particularly in a network that is set to be expanded in stages.

The local authority is pursuing three objectives: increasing capacity, improving punctuality and optimising connections. To this end, the new scheme redistributes demand across different corridors, maintains key local connections in Nowa Huta and Bieńczyce, in the east and north-east of the city, and adapts bus routes to the new tram network structure. If the estimate of over 30,000 additional passengers is confirmed, then the new network will be significant not only for the expansion of the infrastructure, but also for the efficiency with which it absorbs the demand generated by urban development.

In planning terms, Kraków is treating the new line to Mistrzejowice as a network project, not merely as a one-off investment. This is precisely the element that brings the project closer to a professional approach to infrastructure: the new infrastructure is being used to rebalance the entire system, and success will be measured not only in kilometres built, but in punctuality, the distribution of passenger flows and increased transport capacity.
