The Metropolitano de Lisboa (Lisbon Metro) received four bids for the design and construction of the Odivelas–Loures LRT (Violet Line) with a base price of EUR 600 million.

The bidders are:
- MasterStylo – Eletricidade e Telecomunicações;
- Mota Engil Engenharia e Construção / Zagope – Construções e Engenharia / Spie Batignolles Internacional – Branch in Portugal;
- Teixeira Duarte – Engenharia e Construções / Casais – Engenharia e Construção / Tecnovia – Sociedade de Empreitadas / E.P.O.S. – Empresa Portuguesa de Obras Subterrâneas / Somafel – Engenharia e Obras Ferroviárias / Jayme da Costa – Energia E Sistemas;
- FCC Construcción / Contratas y Ventas / Comsa / Comsa Instalaciones Y Sistemas Industriales / Fergrupo – Construções Técnicas e Ferroviarias.
The values of the bids submitted will be disclosed once the legal deadline for lodging any complaints regarding the list of competitors has passed.
The public tender “Design and construction contract, procurement of rolling stock and maintenance services for the Violet Line of the Lisbon Metro” is aimed at contracting various components of the project, including:
- the design and construction of the light rail infrastructure and the surrounding urban reorganisation;
- preparation of all studies necessary for expropriation procedures on grounds of public utility;
- supply of 12 Light Rail Vehicles (LRVs);
- maintenance services for both the railway infrastructure and the vehicles over a three‑year period.
The total investment in the Violet Line will amount to EUR 677.5 million, of which EUR 77.5 million is allocated to expropriation costs and project advisory services, including project review and construction supervision.
This line will be approximately 11.5 km long, with a total of 17 stations, 3 of which underground, and a depot and operational workshops covering about 3.9 hectares.
In the municipality of Loures, in addition to the depot and workshops, nine stations will be constructed to serve the parishes of Loures, Santo António dos Cavaleiros and Frielas, over a distance of 6.4 km.
The municipality of Odivelas will feature eight stations serving the parishes of Póvoa de Santo Adrião, Olival de Basto, Odivelas, Ramada and Caneças, over a total length of 5.1 km.
The first public tender for the Odivelas–Loures LRT works was launched on 15 March 2024 but resulted in the exclusion of all bids, as they exceeded the base tender price by an average of 46%. In this context, it became necessary to update the investment cost to reflect price increases between the completion of the preliminary study in 2023 and the expected launch of the new procurement procedure. This led to an additional EUR 150.2 million being added to the total investment cost.
This construction of the Odivelas–Loures LRT forms part of the expansion plan for the Lisbon Metro network and is scheduled for completion in 2029. The implementation of the project will be funded by the Recovery and Resilience Plan (PRR), the Environmental Fund, the European Investment Bank (EIB), European funds, and the State Budget. Under a resolution from November 2023, the Council of Ministers authorised Metropolitano de Lisboa to incur expenses under the PRR up to a total amount of EUR 527.3 million. The total investment is estimated at EUR 677.5 million and the project is expected to be completed in 2029.
The Violet Line is a project to expand the intermodal coverage of the existing Yellow Line of the Lisbon Metro, resulting from a protocol signed in July 2021 by Metropolitano de Lisboa, the Loures City Council, and the Odivelas City Council.
In its first year of operation, demand on this new line is expected to reach approximately 9.5 million passengers, removing around 3.8 million individual car journeys and saving about 4,100 tonnes of CO₂.
