The EIB is considering a EUR 500 million loan for the modernisation of Renfe’s depots

Behind the expansion of Spanish rail transport lies a EUR 1 billion investment in the infrastructure that enables trains to run: modernised depots, maintenance centres and stations. Renfe is thus preparing the necessary capacity for the next generation of rail services.

The ‘Modernisation of railway depots and stations’ plan implemented by Renfe is being assessed by the European Investment Bank (EIB), which could provide funding of around 500 million EUR. The investment forms part of a wider plan to strengthen Renfe’s operational capacity at a time when rail transport in Spain is experiencing a period of rapid growth.

The programme is scheduled for the period 2025–2030 and has two main objectives: the development of maintenance infrastructure for rolling stock and the modernisation of stations used by suburban services.

Behind the new trains entering service lies essential technical infrastructure. Depots, workshops and maintenance centres are the elements that ensure the availability of trains, operational safety and the continuity of services for millions of passengers.

Renfe’s depots are key to the expansion of rail transport

The increase in rail traffic and the expansion of services operated by Renfe are putting pressure on the existing maintenance infrastructure. In recent years, the Spanish operator has accelerated the modernisation of its rolling stock, including through the introduction of new trains for high-speed, regional and suburban services.

This development requires facilities capable of handling more modern trains, equipped with advanced digital systems, energy-efficient technologies and different maintenance requirements.

The programme under consideration by the EIB includes the construction of new depots and the modernisation of existing ones, so that Renfe can increase its maintenance capacity and reduce the periods during which trains are out of service.

The investment is all the more important as the operator prepares to expand its fleet of high-speed trains. In parallel with this infrastructure programme, Spain is developing the market for AVE (high-speed) and long-distance train services, and Renfe has launched procedures for the procurement of new high-speed trains.

Such a process involves not only the purchase of the trains, but also the development of the necessary capabilities to maintain them throughout their entire service life.

As part of a separate programme, Renfe has launched the tender process for the procurement of up to 40 high-speed trains, with the total estimated value of the contract amounting to approximately 1.8 billion EUR. The new trains will help increase capacity on high-speed routes and strengthen Renfe’s position in a liberalised market where competition is growing; to this end, the trains will require modern maintenance infrastructure.

Suburban stations enter a new phase of modernisation

The second key component of Renfe’s plan focuses on suburban railway stations, infrastructure that plays a vital role in daily mobility within Spain’s major urban areas.

Investments will be directed towards improving accessibility, enhancing safety standards and modernising passenger facilities. The aim is to transform stations into more efficient transport hubs, adapted to the current demands of public transport.

Modernisation is particularly important for Cercanías (suburban) services, which connect major cities with their metropolitan areas and represent one of the main alternatives to road transport.

By removing barriers for people with reduced mobility, improving passenger flows and enhancing comfort, Renfe aims to make suburban rail transport more attractive to users.

At a time when major European cities are seeking solutions to reduce road traffic and emissions, investment in suburban stations and services is becoming a strategic component of mobility policies.

A project to increase the share of rail transport

For the EIB, the Renfe programme has a significant sustainability component. The modernisation of rail infrastructure helps to maintain and increase the share of rail transport in segments where trains can offer a competitive alternative to private cars.

According to the European institution’s assessment, the project will have positive effects on reducing greenhouse gas emissions, cutting pollution and improving the energy efficiency of the transport system.

The investment is aligned with the European Union’s green financing objectives and supports the transition to a more sustainable mobility system.

For Renfe, the challenge in the coming years is not merely to introduce new trains, but to build the technical ecosystem required to operate them. Modern depots, accessible stations and high-performance operational infrastructure are becoming indispensable elements for the development of a rail network capable of meeting growing demand.

With an investment programme worth 1 billion EUR, the Spanish operator is strengthening its technical infrastructure for the next generation of rail transport, at a time when rail is returning to the centre of European mobility strategies.
