EIB to contract the consultant for Romania’s rolling stock procurement

The Railway Reform Authority (ARF) has submitted to the European Investment Bank (EIB) its approval of the Tender Book to contract the consultancy service for rolling stock procurement, under the agreement signed with the Romanian Ministry of Regional Development, Public Administration and European Funds and the approval of the General Directorate of the Transport Intermediary Body, within the Romanian Ministry of Transport. The consultancy firm, selected by EIB, will elaborate the necessary documentation for rolling stock procurement.

Thus, with the support of experts from the European Investment Bank, a specialised company will be hired to elaborate the documentation of the rolling stock procurement due at the end of October 2018.

The Railway Reform Authority said that in January 2018 they completed and signed with the Romanian Ministry of Regional Development, Public Administration and European Funds the Implementation Agreement of the projects financed from European funds through the Operational Programme Large Infrastructure which means that the elaboration of the documents necessary for rolling stock procurement will be financed from European funds.

A sine-qua-non phase for obtaining non-reimbursable European funds consists in the elaboration of necessary documents for rolling stock procurement and the Railway Reform Authority collaborates directly with the experts of the European Investment Bank while considering the dimension of the project, worth around EUR 300 million.

The documentation includes comprehensive technical, economic and institutional studies which must indicate the necessity, opportunity and efficiency of rolling stock procurement and resulting in the number and type of rolling stock to be procured by ARF and used for public passenger rail transport.

Since the rolling stock procurement is a major project (over EUR 75 million) and in conformity with the provisions included in the Applicant’s Guide, it is necessary that the elaborated documentation would be approved by JASPERS or by the European Commission.

After carrying out these phases, the Railway Reform Authority will approve as soon as possible the documentation previously mentioned in the Technical-Economic Council and after receiving the approval of the Ministry of Transport and the inter-ministry approval, they will send the specific documents and the forms stipulated in the laws in force for rolling stock procurement to the National Agency for Public Procurement.
