Chicago awards Red Line extension consultancy contract

Chicago Transit Authority has approved the USD 38.3 million contract with T. Y. Lin International Great Lakes to provide planning and preliminary engineering services for the Red Line extension. The contract also includes the preparation of the Final Environmental Impact Statement (EIS).

The contract has a base term of three funded years with six, unfunded, one-year options.

The Red Line extension project envisages the construction of an 8.5 km section and four new stations, from the existing terminal at 95th/Dan Ryan to 130th Street. Each new station would include bus and park & ride facilities, with a total 3,700 parking spaces being available along the corridor.

The construction works are scheduled to be launched in 2022 and the extension is expected to enter services in 2026.

The total value of the project is USD 2.3 billion which will be covered by the federal, state, and local funding sources. In 2019, CTA Board committed USD 310 million under its 2020-2024 capital budget, while in 2018, it was approved a USD 20.9 million contract with HNTB Corp as a programme manager for the Red Line extension to support project planning and oversight.

CTA will also request Federal Transit Administration begin to evaluate the project for potential selection and funding.

The Red Line extension project is one part of the Red Ahead programme which includes eight individual projects to extend and enhance the entire line. Currently, the line has a length of 42 km served by 41 stations, being daily used by 240,000 passengers.
