CFR SA initiates Constanta Port rail infrastructure modernisation with European funds

Contracted services will consist of the elaboration of the feasibility study for the modernisation of rail infrastructure in Constanta Port. The contract, estimated at RON 12.3 million (EUR 2.6 million), will not be divided on lots and will be carried out on a period of 18 months since the attribution.
Attribution criteria will consider the price-performance ratio so that the price of the offer will weigh 40%, while the technical elements will weigh 60%.
Works will be financed with European funds.
The deadline for receiving offers or requests for participation is 7 January 2019 and the offers will be opened during the same day.
The objective of the services contract “Feasibility study for the modernisation of Constanta Port railway infrastructure” is to provide the best solution for the execution of railway infrastructure modernisation works in the Port of Constanta from technical, operational, but also economic and financial points of view while also considering the environmental impact and climate change according to the requirements stipulated in the attribution documentation.
Modernisation is necessary because the railway infrastructure in Constanta Port is obsolete and inadequate in the current context. Railway infrastructure modernisation will consider solutions of ensuring technical requirements in conformity with the European legislation, such as the 22.5 t axle load, the possibility to operate 740-m long freight trains and a technical speed of at least 100 km/h.
The current condition of the railway infrastructure in Constanta Port will be analysed to identify bottlenecks and other deficiencies which affect the traffic of freight trains on the global project route and the operation of specific activities in the port.
After the finalisation of the feasibility study, the best alternative for the modernisation of railway infrastructure in Constanta Port will be identified.
