Nineteen companies, including six consortia, have submitted requests to take part in the tender process for the construction of a new Warsaw–Łódź high-speed section. The development marks another step forward for Poland’s first high-speed rail project, with the competitive dialogue procedure now moving into a new phase.
The section is 14.3 km long and will connect the Airport Junction and Bolimów Junction rail hubs.
The following eight bidders have applied for participation in the competitive dialogue procedure, including six consortia:
- Strabag – Tym – Bud consortium.
- Torpol – Mirbud – Kobylarnia consortium.
- ZUE – Duna Polska – Polaqua consortium.
- Budimex.
- Porr – Trakcja consortium.
- Gülermak – Track Tec Construction – Unibep – Pomorskie Przedsiębiorstwo Mechaniczno-Torowe consortium.
- Mostostal Warszawa.
- Intercor – NDI – NDI Sopot consortium.
After reviewing the applications, CPK will select up to five contractors to take part in the dialogue stage, with experience in rail infrastructure projects serving as the main criterion.
The selected contractor will prepare the full technical documentation and build the infrastructure for 14.3 km of high-speed railway designed for speeds of up to 350 km/h. The contract also covers the construction of 55 road and rail bridges and viaducts, drainage culverts and wildlife crossings, as well as the construction or upgrade of 30 km of roads.
“In every procurement procedure, our priority is to work with Polish companies, and the fact that they are so well represented among the potential builders of this project is a source of satisfaction. Rail investments offer important long-term contracts that will strengthen the construction sector in Poland and support the national economy,” said Piotr Malepszak, government representative for the CPK project.
Poland’s first high-speed line
At present, two of the six procurement procedures for the construction of the Warsaw–Łódź high-speed line are already under way. According to CPK representatives, the experience gained through the competitive dialogue will make it possible to launch the remaining contracts through open tenders.
“We are currently running two of the six procurement procedures for the Warsaw–Łódź high-speed line, Poland’s first high-speed section. The competitive dialogue has provided us with valuable market insights, which will allow us to launch the remaining procedures as open tenders,” said Piotr Rachwalski, a member of the CPK Management Board responsible for rail projects.
At the same time, evaluation continues for another section of the Y-shaped corridor, between Kotowice and Airport Junction, while the company is preparing to launch tenders for four other parts of the route:
- the 18 km tunnel between Warszawa Zachodnia and Kotowice;
- the 12 km section in the Bolimów hub area;
- the 37 km section between Bolimów and Brzeziny;
- the 11 km section between Brzeziny and Łódź.
Recently, competitive dialogue procedures were also launched for signalling and traffic control systems, telecoms infrastructure and electrification for the entire Line 85 corridor (Warsaw – Łódź – Sieradz) and Line 86 (Sieradz – Kępno – Bierutów).
The Warsaw–Łódź high-speed line is the first segment of the future Y-shaped rail corridor, which will connect Poland’s capital with Łódź, Poznań and Wrocław, while also providing fast rail access to the country’s new central airport. Under the current schedule, the Warsaw–Łódź section is due to open in 2032, with the extension to Poznań and Wrocław planned for 2035.
