Belgium: new provisions on railway transport

sncbThe governance agreement of the new federal majority in Belgium stipulates the “market opening of the national passenger transport at legislative and regulatory level”. Moreover, SNCB will have more freedom in establishing tariffs which will allow improving the use of the operator’s capacity. In order to improve transport services, the remuneration of the company’s board will be related more to the punctuality of passenger trains.
The agreement also stipulates that SNCB and rail network manager Infrabel will have to draft, in collaboration with social partners, a proposal to provide a minimum guaranteed service should strikes occur. If companies and unions cannot agree, the government will take over this legislative initiative.
The agreement also stipulates to speed up placing in service the regional express network (RER) around Brussels and to study the introduction of similar networks in Anvers, Liège, Gand and Charleroi.
