Plenary will act as the equity investor, financial sponsor, and lead coordinator for the consortium, while Webuild will lead the design and delivery of the civil and structural works and Hitachi Rail will provide the rolling stock, advanced signalling systems, and full systems integration. Keolis will be responsible for preparation and delivery of operations and maintenance services of MetroLink.

“We are delighted to bring together this world-class consortium in bidding for the MetroLink project. We know how transformational MetroLink will be for Ireland and Dublin, and if successful in the tender, will be proud to play a central role in helping to realise this vision. This is about building a legacy, not just a rail line,” said Matthew Biviano, Executive Director – Ireland at Plenary.

The consortium’s announcement follows the launch of the tendering process for the delivery partner of the Dublin automated metro network published by the Transport Infrastructure Ireland (TII) on November 12, 2025. Bidders must submit their offers until January 23, 2026, and the contract will be assigned in April 2026.

Recently, another consortium was created to compete for the new fully automated metro system in Dublin. The consortium comprises FCC, Meridiam, John Laing, RATP Dev and Alstom which is engaged in preparation of pre-qualification and bidding phases for the project.

The metro network will connect Sword, 16.5 km north of Dublin city centre  and Charlemont, 5 km south of the city centre crossing through the Dublin Airport. The north – south connection will be almost 19 km long, mostly underground, and will be served by 16 stations including the station at the airport.
