Amsterdam begins tram procurement tender

Amsterdam Transport Authority (Vervoerregio Amsterdam) has instructed the operator GVB to launch a tender for the procurement of up to 78 new low-floor light rail vehicles, which will replace part of the existing fleet, some of which will reach the end of their service life within the next few years.

EUR 391 million is the budget for the acquisition of the new LRVs and all associated investments. This includes the procurement of spare parts, implementation costs, project risks, and modifications to depots and maintenance facilities.

“By starting this tender process in good time, we are ensuring that GVB will continue to have enough trams in future to offer a reliable timetable. We are aiming for comfortable vehicles for both passengers and drivers. In addition, we are placing extra emphasis on the accessibility, safety, and sustainability of the vehicles,” Gerard Slegers, member of the executive board of the Amsterdam Transport Authority, said.

GVB is expected to complete the tendering process within a year and a half. In the first half of 2027, the winner of the tender will be awarded the contract.

As the tendering process and delivery of the new vehicles will take several years, GVB is starting the process now for the procurement of the new LRVs which will be 30 metre-long and are intended for use in the city centre.

The new low-floor light rail vehicles are expected to enter service around 2032 and are designed to have a lifespan of approximately 30 years.

The Vervoerregio Amsterdam and GVB began exploring this new tram order as early as 2023. This is being carried out in line with the ‘Tram Fleet Strategy’, which was adopted by the executive board of the authoruty at the end of 2022.

“With this tender, we are taking the next step in our fleet strategy — investing in both the future and the present of Amsterdam’s tram system,” Paul Carstens, Director of Engineering at GVB, said.
