Alstom-ATM JV to bid for Luas O&M contract

Alstom and ATM (Azienda Trasporti Milanesi), the public transport operator in Milan,  have announced a strategic joint venture to bid for the upcoming renewal of the operations and maintenance (O&M) contract for Luas system, in Dublin.

The ATM-Alstom joint venture bid will respond to the tender process managed by Transport Infrastructure Ireland (TII), with a proposal built on pillars of operational excellence, customer satisfaction, sustainability and innovative technology integration.

The partnership brings together two of Europe’s leading transport providers. Alstom contributes advanced transport systems and global light rail expertise, while ATM adds extensive operational expertise managing multimodal urban networks. Together, they aim to deliver a high-performing, future-ready solution for the Luas in Dublin.

Currently, Luas system is operated and maintained by Transdev under a management contract that commenced in December 2019 and will expire in September 2026. The network comprises two LRT lines. The 20 km with 32 stops Red Line connects the city from east to west from The Point to Tallaght and from Connolly to Saggart. The north-south Green Line is 22 km long with 35 stops and runs from Broombridge to Brides Glen. Daily, the Luas network ensures an average of 110,000 passenger journeys.

Alstom’s 55-metre long 100% low floor trams are operating the Luas system.

Since its launch in 2004, Luas has become vital to Dublin’s public transport network, carrying over 40 million passengers annually. The upcoming contract represents a key opportunity to shape the future of light rail in Dubin and Ireland, encompassing operations, maintenance and potential future network expansions.

In November 2024, Ireland has approved the 4 km extension of Finglas light rail line in the north area of Dublin, which is the next extension of the Luas Green Line. The new extension will be served by four new stops.

Alstom has been present in the Ireland market for over 20 years, having manufactured the entire fleet in service with Dublin Luas and currently producing battery electric trains for the capital’s DART+ network.
