Agreement for new rail access at Port of Gdańsk

PKP Polish Railway Lines and the Port of Gdańsk Authority signed an agreement concerning the expansion of rail access infrastructure to the deep-water cargo terminals of the Port of Gdańsk, located on Stogi Island.

The agreement with the Port of Gdańsk Authority concerns the preparation of documentation for the expansion of rail access as well as road links to the current and future deep-water terminals in the Northern Port in Gdańsk.

The port needs a second bridge or tunnel to the port island, where the specialised deep-water terminals are located, responsible for more than 80% of the port’s cargo throughput. Facilities such as Naftoport, Gaspol and the Northern Port are crucial for Poland’s energy security, while Baltic Hub plays a vital role in the country’s economic and logistical development, strengthening Gdańsk’s position as one of the most important ports on the Baltic Sea.

“The rapidly expanding Northern Port needs new rail infrastructure — additional tracks, sidings and greater capacity at the Northern Port station. The current network is already becoming a constraint on our development. Ports cannot grow independently of the rail network,” said Dorota Pyć, President of the Port of Gdańsk.

The project is of strategic significance for strengthening the economy and national security by increasing the logistical capacity of the Port of Gdańsk and the capacity of the railway lines managed by PLK. In 2024 alone, the Port of Gdańsk handled over 355,000 wagons and importantly is that all rail traffic entering and leaving the deep-water part of the port currently uses a single bridge.

“The key role of seaports in the development of the Polish economy needs no explanation. To ensure they remain competitive, we must already plan further investments, including those aimed at improving capacity on railway lines,” said Arkadiusz Marchewka, Secretary of State at the Ministry of Infrastructure.

The aim of the cooperation between PLK and the Port of Gdańsk Authority is first to prepare a feasibility study in 2026–2027, followed by design documentation beginning in 2028 (Stage II). This documentation will make it possible, by 2034, to begin investment works related to the development of railway infrastructure supporting the port’s expansion (Stage III). This involves modernising existing railway lines, electrifying them, and building new sections to enable increased capacity.

Current and planned investments by PLK on railway lines serving the ports of Gdańsk and Gdynia address the need to increase their freight capacity. Between 2019 and 2024, rail access infrastructure to both ports was improved through projects worth more than PLN 3 billion (EUR 707.6 million), financed by the Connecting Europe Facility. As a result, more, longer and heavier freight trains can reach the quays.
