TIC Eixo Oeste rail concession launched in São Paulo

The Government of São Paulo is moving forward with plans for the Intercity Train (TIC) Eixo Oeste – a major rail concession project that will establish a high-capacity passenger connection between the capital and Sorocaba. Estimated at BRL 12 billion (USD 2.1 billion), the investment marks a significant milestone in the state’s efforts to modernise regional transport infrastructure and expand mobility options.

Led by the State Secretariat for Investment Partnerships (SPI), the project includes the construction and modernisation of stations, acquisition of a new rolling stock fleet, and full integration with São Paulo’s metropolitan rail, metro, and the future TIC Eixo Norte line.

The TIC Oeste will feature two service types: Express and Parador, offering an estimated one-hour travel time between São Paulo and Sorocaba. Once operational, the new line is expected to carry around 50,000 passengers daily, significantly easing congestion and offering a more sustainable alternative to road travel.

The project is being developed under a public-private partnership (PPP) model and is viewed as a key part of the state’s broader strategy for regional integration and low-carbon urban development.

TIC Eixo Oeste: Public hearings and consultation

To engage stakeholders and the public, the SPI has scheduled three in-person public hearings in Sorocaba (26 May), São Roque (28 May), and São Paulo (29 May). Each session begins at 11am and will be streamed live on the Government of São Paulo’s official YouTube channel.

A public consultation is also open from 30 May to 2 June 2025, enabling citizens and organisations to submit feedback via an electronic form available on the SPI website. Participation is open to all interested parties.

The implementation of the TIC Eixo Oeste is part of a wider programme to create a safe, modern and efficient regional rail network across the state. By establishing the TIC network, the government aims to connect growing urban centres with reliable rail links, reduce road traffic and emissions, and stimulate investment in surrounding communities.
