Slovenia: company for Divača–Koper second track project established

sz-rproOn March 31, Slovenian Government has adopted the decision on establishing a company for the construction of the Divača–Koper second railway track.
The new company established for the construction of the second railway track will act as an internal operator carrying out all activities necessary for the implementation of the Divača–Koper Second Railway Track project, and will later assume the management role in this investment. Immediately after its incorporation, the company will commence all activities required for obtaining the EU funds and for the preparation of legal bases in establishing a public-private partnership. The company will conduct these activities as an agent for the state.
In 2016 and 2017, the company will be recapitalised by the Republic of Slovenia in the maximum amount of EUR 200 million, and also by private investors and other interested inland states, whose total recapitalisation amount will exceed the investment of the Republic of Slovenia. This activity is planned with the establishment of a public-private partnership.
The company’s competences as a concessionaire for the construction of the second railway track will be regulated by a special act, which is being drawn up by the Ministry of Infrastructure and will soon be introduced to the Government.
The track-doubling project is part of the infrastructure plans of the authorities, being estimated at approximately EUR 1.4 billion, and it is going to be carried out under a PPP scheme. The purpose of doubling the Divača—Koper track is to provide an efficient rail link for freight transport form the Port of Koper and the rest of the network and in particular to remove all limitations related to the capacity of the line from Koper to Divača junction.
