In Poland, 29 level crossings will be replaced with overpasses and tunnels as part of the second phase of the national program to improve safety at railroad-road intersections.
The railway infrastructure manager Polskie Linie Kolejowe (PLK) has approved the list of projects that will receive funding, with the total amount of support amounting to PLN 861 million (EUR 202 million).
Of this amount, PLN 430.5 million (EUR 101 million) will be allocated for the construction of grade-separated crossings at 29 locations. Last year, another 17 projects were selected for funding, for a similar amount. Thus, as part of the program’s two phases, 46 overpasses and underpasses will be built throughout Poland.
The program, organized as a competition, is aimed at local authorities and road administrators interested in co-financing the construction of grade-separated intersections.
“Year after year, the number of investments that improve safety at railroad-road crossings continues to grow. Through this program, we will replace level crossings with modern overpasses and tunnels, which will increase safety for all road users and improve mobility in cities and regions. These investments benefit drivers, pedestrians, and rail passengers alike,” said Dariusz Klimczak, Poland’s Minister of Infrastructure.
Funding for the program comes from the state budget. The maximum amount of funding provided by PLK for a single project is 60 million zlotys (14 million EUR). Eligibility criteria include the removal of an existing at-grade crossing, the integration of the new overpass or tunnel into the road network, and obtaining the local community’s approval. PLK co-finances both the construction of overpasses or underpasses over or under railroad tracks, as well as the technical documentation and the costs of removing at-grade crossings.
35 projects evaluated, 29 selected for funding
“Building grade-separated crossings not only means a higher level of safety for rail and road traffic but also a more reliable rail network. Eliminating level crossings reduces the impact of road traffic on train operations and contributes to the more efficient functioning of the entire rail network,” said Maciej Kaczorek, CEO of Polskie Linie Kolejowe.
The program aims to increase safety by eliminating level crossings and replacing them with grade-separated crossings throughout Poland.
As part of the call for projects that closed on February 5, 2026, 23 new applications were submitted by 17 local authorities and road administrators. In accordance with the program’s regulations, another 14 projects on the reserve list from the first stage were automatically included in the evaluation process.
Following a technical, operational, and economic analysis, as well as an assessment of the documentation’s readiness, 35 projects were included in the final ranking. Of these, 29 were selected for funding, and six were placed on the reserve list.
PLK SA notes that the final list of projects is subject to change depending on the reassessment of costs and the ability of local authorities to provide the necessary matching funds for the implementation of the investments.
