Metro Manila: Two bidders for Integrated Transport System-South Terminal

OLYMPUS DIGITAL CAMERAReal estate giants Ayala Land, Inc. and Filinvest Development Corporation both submitted their bids for the PHP 4 billion (USD 87.7 million) Integrated Transport System-South Terminal Project of the Department of Transportation and Communications, Philippines.
The DOTC accepted both bids from Ayala and Filinvest after the DOTC Technical Working Group declared the technical proposals complete. Under the BOT Law, technical proposals are opened for evaluation and reviewed by the Implementing Agency (IA) within 20 days.
There are only two bidders for the ITS South terminal, and the qualifying bidder who passes the technical proposal evaluation will then move up to the financial evaluation to be announced at a later date.
The ITS South project is expected to help reduce the volume of vehicle plying EDSA by providing a common terminal located at the south of Metro Manila that will connect passengers from the province to other urban transport systems such as the Philippine National Railway (“PNR”), city buses, taxis, and other Public Utility Vehicles (“PUVs”) that pass through the city.
The winning bidder will design, construct and finance the ITS South Terminal, as well as undertake its operation and maintenance. It will also be responsible for its commercial development, and take on the collection of revenues from these commercial enterprises.
The project will be undertaken under a Build-Transfer and Operate structure of the BOT law.
The ITS South Terminal is part of a network of three mass transportation intermodal terminals to be constructed at the outskirts of Metro Manila, all with the same concession period of 35 years.
