France and Senegal sign EUR 198 million rail deals

The Minister of Economy, Finance and Planning in Senegal, Amadou Bâ, signed two financing agreements with his French counterpart, Michel Sapin and with the Director General of the French Development Agency (Afd), Rémy Rioux, with a total amount of CFAF 129.6 billion (the African Financial Community Francs) that is EUR 198 million. The amount is intended for the purchase of new rolling stock and the shifting or the renewal of the track metric gauge, as part of the Regional Express Train (TER) project, between Dakar and Diamniadio.

The 55-km long regional train railway will provide connection between Dakar city centre and the future Blaise-Diagne International Airport, with an estimated travel time of 45 minutes and trains departing every 15 minutes. The railway will benefit from 14 suburban stations, while two stations will be built at Diamniadio and Blaise-Diagne Airport.

The exploitation and maintenance of the TER rail network was entrusted to the SNCF / RATP Group, a scheme that was appreciated as ” a mechanism of clear competition implemented in the award of the TER contracts” by the French Minister of Economy and Finance, Michel Sapin.

Mansour Elimane Kane, Minister of Infrastructure in Senegal, signed an amendment to the Memorandum of Understanding with the French National Railway Company (SNCF) ) / RATP (Régie Autonome des Transports Parisiens) preparing the operation and maintenance of the TER project and the creation of a training center dedicated to urban mobility. In other words, according to the statement, “the State of Senegal will entrust the operation and maintenance of the TER to the SNCF / RATP Group, constituted in the form of a company under Senegalese law, through a Contract Operation and maintenance of a minimum duration of 5 years.

In December 2016, Alstom was awarded a contract for the supply of 15 regional trains by APIX, acting on behalf of Senegal’s Ministry of Infrastructure. The manufacture of the trains, entrusted to Alstom’s site at Reichshoffen in France, will begin in 2017.
