For an efficient traffic, trams need separate infrastructure

Integration between the use of urban space and transport is an essential element for obtaining successful results as regards the provision of an efficient and fast transport that would answer the mobility demands of the citizens. For this purpose, the infrastructure design aiming at creating special corridors for the public transport determines a series of factors contributing to the increase of the attractiveness of the public transport.

As regards the implementation of concepts aimed at creating lanes dedicated to tram transport, it is important that lines would be designed and built so that the infrastructure and facilities bring benefits to users. This can take place by implementing a set of measures aimed at granting priority to urban railway transport compared to the congested road traffic, by separating traffic flows. Therefore, level crossings should be avoided, urban connectivity should be maintained by separating public transport corridors from roadways, from pedestrians and other vehicles, and the design of transport routes must be developed so as to allow the increase of the commercial speed so that users finally would choose public transport to the detriment of individual motorised transport.
The execution of projects for the construction of tram lines must aim at improving the reliability of transport services compared to the other modes of transport by optimising the running speed, eliminating constraints and increasing the accessibility level. Besides them, project developers meet challenges as regards the creation of connections between tram and bus networks and at the same time the obtaining of a high accessibility degree for pedestrians and bicyclers and the insurance that the transport operations are not negatively affected by the transport activity of the other participants in the traffic.
The provision of transport services must consider the demands of users which need a quality, fast, clean, reliable and comfortable transport, becoming a real alternative to the individual transport. This supposes the prioritisation of the public transport by creating special lanes, by separating bus and tram routes from the traffic of vehicles and the execution of a more accessible public transport system for users. Under the circumstances, the authorities have an important role, since the implemented policies must aim the priority of the urban railway transport: the limitation of road traffic in cities, the introduction of strict parking measures that should offer free space to public transport and pedestrians, the application of dramatic penalties in case of the failure to comply with the measures, there are some legislative points which, if complied with, can successfully execute the creation of a public transport that should attract as many users as possible. The adopted legislation in favour of public transport will result in reduction of travel times for the users of public transport, of the congestion level; likewise, the elaboration of policy aimed at forbidding the traffic of all vehicles on the tram lines, except for the emergency ones and for buses, becomes essential in the separation of traffic flows.
