Contract signed for the construction of the Tashkent railway terminal

Kazakhstan and Uzbekistan have signed an EPC contract for the construction of the first phase of the Tashkent railway terminal, one of the largest private infrastructure projects in Central Asia. Investments in this first phase are estimated at over USD 84 million.

The contract was concluded between the Silkway Central Asia joint venture and China Railway Construction Engineering Group (CRCEG) and provides for the implementation of a turnkey project, which includes all stages, from design and equipment supply to the construction of railway infrastructure, a container terminal, and the commissioning of the complex.

The contract was signed by Daniyar Tiyesov, CEO of Silkway Central Asia, and Tian Zhenhua, Deputy CEO for Central Asia at China Railway Construction Engineering Group.

“The signing of the EPC [engineering, procurement, and construction] contract marks the transition from strategic agreements to the practical implementation of a large-scale project. We are building a modern logistics hub that will strengthen Central Asia’s transit potential and become an important link in the Eurasian transport corridors. For us, this project is more than just construction; it is a long-term investment in the development of the regional economy and international trade,” said Daniyar Tiyesov.

Work begins on the Tashkent rail terminal

The terminal will be built on an area of 159.4 hectares in the Tashkent region. The project is scheduled for implementation between 2025 and 2030, with the first phase due to be completed in 2027.

The project aims to develop the region’s export potential, expand transit capacities, and increase the share of container rail transport.

The implementation of the Tashkent rail terminal, which will also serve as a logistics center, will strengthen the position of Uzbekistan and Kazakhstan as key transit hubs between China, Central Asia, the Caucasus, and Europe, complementing the international infrastructure developed by PTC Holding, from Dostyk TransTerminal to the Poti TransTerminal multimodal terminal.

With the signing of the contract, the construction project for the Tashkent rail terminal enters the implementation phase. The project is being carried out within the framework of the intergovernmental agenda between Kazakhstan and Uzbekistan and is included in the bilateral roadmap for cooperation.

In November 2024, the President of Kazakhstan, Kassym-Jomart Tokayev, and the President of Uzbekistan, Shavkat Mirziyoyev, officially launched the construction of the center, emphasizing its strategic role in the development of the Trans-Caspian International Transport Route.

“For our company, participation in this project represents a strategic partnership aimed at developing modern transport infrastructure in the region. We will ensure that the work is carried out in accordance with international standards of quality, technology, and deadlines, taking full responsibility for the results,” emphasized Tian Zhenhua.

The project is being implemented by Silkway Central Asia, a joint venture established in March 2025 by PTC Holding and Uzbekistan Railways (UZ) to implement the “Modern Multifunctional Logistics Center” project in the Tashkent region. The company is part of the international group of companies PTC Holding and is responsible for the development of logistics infrastructure in Uzbekistan.
