Metrolinx and Infrastructure Ontario have issued a Request for Proposals (RFP) for the contract covering stations, rail infrastructure, and related systems for the Yonge North Metro Extension, one of the most significant expansions of the metro network in the Greater Toronto Area. The contract will be implemented through a Progressive Owner-Formed Alliance procurement model.
Following the prequalification phase conducted in October 2025, Infrastructure Ontario and Metrolinx selected 11 participants who were invited to submit proposals for one of the contract’s three work packages.
The first package covers underground works and includes the construction of the Steeles, Clark, and Royal Orchard stations, the Finch Transition Box, and ancillary structures such as emergency exit buildings and traction power substations. The following consortia are competing for this package:
- Trillium Construction Partners – Acciona Infrastructure Canada, Amico Infrastructures;
- NorthLine Partners – Flatiron Dragados Canada, Green Infrastructure Partners;
- CrossTransit Group – Ferrovial Construction Canada, Vinci Construction Grands Projects Canada;
- North Extension Transit Alliance (NExTA) – Aecon Infrastructure Management, Pomerleau Major Projects, Formento de Construcciones y Contratas Canada.
The second package covers above-ground work and includes the construction of the Bridge and High Tech stations, the train depot, and the portal structure. The bidders are:
- Kenaidan Murphy Joint Venture (KMJV) – Kenaidan Infrastructure, Murphy Infrastructure;
- NorthLine Partners – Flatiron Dragados Canada, Green Infrastructure Partners;
- North Extension Transit Alliance (NExTA) – Aecon Infrastructure Management, Pomerleau Major Projects, Formento de Construcciones y Contratas Canada;
- True North Corridor Alliance – Ledcor Ontario Infrastructure, Bird Construction Industrial Services.
The third package is dedicated to the design and integration of systems and includes railway infrastructure, technological systems, and work related to the train depot. The selected candidates are:
- NorthOne Integration Partner – Arup Canada, Hatch, Egis Canada;
- NovaNorth – AtkinsRéalis Canada, NORR Architects & Engineers, CIMA Canada;
- WSP-AECOM – WSP Canada, AECOM Canada.
Three Contracts for the Metro Extension
At the end of the bid submission period, scheduled for late 2026, one winner will be selected for each of the three packages, and they will sign an alliance agreement with Metrolinx.
During the development phase, Metrolinx and the selected partners will finalize the design and carry out investigations and preliminary work. Upon completion of this phase, the contracting authority will decide whether to approve the final proposal regarding the design, costs, and construction schedule.
The Yonge North metro extension will extend Line 1 of the Toronto metro by nearly 8 km, from the current terminus at Finch Station to Richmond Hill. The new connection will traverse the city of Toronto and York Region, including areas of Vaughan, Markham, and Richmond Hill.
The project includes five new stations, a 6.3-km tunnel, and an elevated section running along the existing rail corridor in the northern part of the route.
Upon completion, the extension will provide direct connections to the York Region Transit and GO Transit networks, helping to improve mobility in the northern part of the Toronto metropolitan area.
The project’s implementation is divided into two major contracts: the contract for the main tunnel (Advance Tunnel) and the contract for stations, rail infrastructure, and systems, for which the bidding process has now been launched.
